The phase change material (PCM) fluid temperature regulator has a casing (2) to contain the material and placed in contact with the fluid. The regulator has a chamber (4) external to the casing. The casing has internal plates made of conductive metal in contact with the fluid and the phase change material for heat exchange. The chamber and fins provide for eventual phase change of the material. Claims include a fluid temperature regulation method using the regulator
