PROBLEM TO BE SOLVED: To provide a thermally foamable paper base which is obtained by using a paper base, forms deep unevenness of 1-7 mm range and a raised pattern, has a three-dimensional effect, excellent high-class feeling and beautification, and to provide a thermally foamable paper container using the base and a method for foaming the base and the container.;SOLUTION: The thermally foamable paper base is obtained by laminating the paper base having a foaming/swelling agent uniformly dispersed and held and a paper base having water absorption properties.
