PROBLEM TO BE SOLVED: To easily perform maintenance working such as inspection of a high place structure in which a person is difficult to approach.;SOLUTION: A device for lifting and lowering a working device to a high place structure hangs an attaching and detaching device 4 attachable to and detachable from the high place structure on a balloon 2, attaches a guide tool 7 locking a lifting and lowering wire 6 of a lifting and lowering device 5 on the attaching and detaching device 4, attaches a positioning wire 8 for adjusting a hanging position of the attaching and detaching device 4, lifting the attaching and detaching device 4 up to a prescribed position by the balloon 2 while adjusting it with the positioning wire 8, fixes the attaching and detaching device 4 on the high place structure, and then lifts and lowers the lifting and lowering device 5 by the hanging wire 6 locked on the guide tool 7 of the attaching and detaching device 4 thereafter.;COPYRIGHT: (C)2005,JPO&NCIPI
