PROBLEM TO BE SOLVED: To provide character recognition processing for recognizing a character target including a noise such as dirt or crushing by reducing a fluctuation in featured value due to dirt or crushing.;SOLUTION: A pre-processing part 1-2 executes normalization processing to a character pattern segmented and binarized for every character concerning the position and size. A feature extracting part 1-3 obtains the featured value from a local area by feature extraction using black pixel connection length from the specified character pattern. A deterioration level measuring part 1-4 obtains black pixel connection length from the local area obtained by dividing the character pattern, and obtains the value of a deterioration level based on the rate of the black pixel connection length to the black pixel connection length of a prepared standard pattern dictionary 1-5. A deterioration correcting part 1-7 calculates a correction coefficient obtained based on the value of the deterioration level, and corrects the featured value calculated from the local area, and an identifying part 1-8 executes character recognition by using the corrected featured value as a new featured value.;COPYRIGHT: (C)2004,JPO&NCIPI
