PPROBLEM TO BE SOLVED: To provide a track monitoring apparatus or the like which can monitor a mobile element by a monitoring means while the track of the element in a monitoring area is automatically traced. PSOLUTION: The track monitoring apparatus 1 monitors the mobile element in response to traces of the elements 5, 7 disposed in the monitoring area 9. The apparatus 1 includes a position oscillating means 19 provided at the elements 5, 7 for oscillating position information of the elements 5, 7, position receiving means 15 for receiving position information of the elements 5, 7, present position specifying means 13 for specifying the present positions of the elements 5, 7 in the area 9 based on the position information of the elements 5, 7 received by the means 15, monitoring means 11 for monitoring the elements 5, 7, and tracking means 10 for tracking the elements 5, 7 by the means 11 in response to the present positions of the elements 5, 7 of the means 11 in response to the present positions of the elements 5, 7 in the area 9.
