PPROBLEM TO BE SOLVED: To solve problems that a phenomenon (glare) that the periphery of a light source can not be easily observed due to light of high luminance is generated, visibility from a far position is interrupted (characters or patterns may be observed as a mass) and display luminance can not be increased at night in order to suppress glare. PSOLUTION: While controlling the lighting time T1 of an LED corresponding to a background position to the lighting time T2 (T1T2) of an LED corresponding to a display position at night, the LED corresponding to the display position and the LED corresponding to the background position are alternately turned on at a refresh interval to apply a prescribed contrast between the area of the LED corresponding to the display position for displaying characters or patterns and the area of the LED corresponding to the background position other than the display position.
