PPROBLEM TO BE SOLVED: To provide a wood based biomass liquefying system utilizing waste heat at an low facility cost and with a high energy efficiency, and a method for manufacturing ethanol. PSOLUTION: The wood based biomass liquefying system utilizing waste heat is provided with a water vapor turbine power generation system 1 for generating a water vapor to carry out power generation; a cold heat/power generation system 2 for producing a coolant and carrying out low boiling point medium power generation using energy of an extraction vapor or a discharge vapor of the water vapor turbine power generation system 1; an air separation system 3 for fed with the coolant from the cold heat/power generation system 2 to cool the air and manufacturing liquid oxygen and liquid nitrogen; a wood based biomass ethanol manufacturing system 4 for fed with the vapor from the water vapor turbine power generation system 1 and fed with the liquid nitrogen from the air separation system 3 to carry out freezing and crushing of the wood based biomass chip, ethanol fermentation, separation of ethanol and concentration of ethanol.
