PROBLEM TO BE SOLVED: To be capable of precluding the effect even in any field where a relativistic effect covers, and measuring speeds without relying on relative information from a method for measuring the amount of relativistic effect, as well as measuring space distance with the measurement of the relativistic effect from the measurement of gravity.;SOLUTION: In the creation of an absolute clock, an absolute time component is deduced from the effect of special theory of relativity, and a matching is confirmed between a measured amount of the effect of the relativity theory and a component in the theoretical equation for absolute time. Consequently, the method for detecting and measuring the absolute time component is determined, and thus the absolute clock is created.;COPYRIGHT: (C)2004,JPO
