PPROBLEM TO BE SOLVED: To perform the judgement of deterioration of a battery with accuracy by setting the SOC of the battery to preset specified SOC with accuracy. PSOLUTION: A charge/discharge controller for a storage battery executes pulse charge/discharge which repeats charge and discharge alternately, in at least either the fixed voltage charge which charges a battery 23 at specified fixed voltage and keeps the charge until at least either charge finish condition whether a charge current value drops to a certain value or the charge time reaches a preset specified charge time is fulfilled or the fixed voltage discharge which discharges the battery 23 after charge at fixed voltage and discharges it at fixed voltage of the voltage value in question at a point of time when it comes to the preset voltage value and keeps the discharge until the discharge current value becomes the specified current value or under. This charge/discharge controller for a storage battery calculates the SOC of the battery 23, based on the battery voltage VB fluctuating by the execution of pulse charge/discharge, and also judges the deterioration state of the battery 23.
