PROBLEM TO BE SOLVED: To estimate a delay time between transmitting and receiving edge routers while saving a line utilization band.;SOLUTION: A transmitter side edge router 102a gives time information representing the present time and a label based on a label table to a packet received from a transmitter side communication apparatus 101a, and transmits the packet to a core router 103 corresponding to the label. The core router 103 transmits the received packet to another core router 103 or edge router 102 according to the label given to the packet. A receiver side edge router 102b takes out the time information from the packet received from the core router 103, returns the time information to the edge router 102a, and transmits the packet from which the label and time information are removed to a receiver side communication apparatus 101b based on a destination address.
