PPROBLEM TO BE SOLVED: To provide a system and an apparatus thereof for performing neutralization and catalysis using a lime solution and zeolite for treating a waste gas and recycling recovered zeolite, etc., as a fertilizer or a soil conditioner in a furnace for incinerating and melting wastes and a plant for gasification, melting and slagging. PSOLUTION: In an apparatus for waste incineration and dust collection, neutralization and catalysis of the waste gas and a fertilizer plant, the wastes are crushed in a multi-step breaking apparatus 1, dehydrated in a moisture-separating conveyor 2 and incinerated and melted in a direct-coupled melting furnace 3. The waste gas from the direct-coupled melting furnace 3 is passed through a cyclone separator 7 and a waste heat boiler 9 and cooled in a rapid-cooling device 10. Hazardous materials contained in the waste gas are subjected to neutralization, adsorption and catalysis by ionization, and dust collection is performed. The post-reaction lime solution is separated into zeolite particles, the lime solution and a drain waste solution, and the lime solution is treated in a circulatory apparatus 12 for purification reaction treatment of the lime solution and recycled.
