PROBLEM TO BE SOLVED: To provide a device and a method for utilizing the energy of the excited neutrino after exciting the neutrino having comparatively high energy.;SOLUTION: This neutrino excitation device 1 is equipped with a passive excitation layer 3 for imparting perturbation to the neutrino 2, a natural field shielding layer 4 for shielding the effect of a field of the natural world having a function for stabilizing the neutrino 2 state, and an ultrasonic generator 5 for imparting the perturbation to the neutrino 2 by imparting ultrasonic vibration to the gas 7 in a space enclosed by the passive excitation layer 3 and the natural field shielding layer 4. This invention includes a neutrino excitation method utilizing the excitation device 1, an electromotive force generation device 8 and an electromotive force generation method for generating the electromotive force, and a decay rate changing device 10 of an unstable nuclide and a decay rate changing method of the unstable nuclide for controlling the decay rate of the unstable nuclide, by utilizing the neutrino in the excitation state.;COPYRIGHT: (C)2004,JPO&NCIPI
