PROBLEM TO BE SOLVED: To provide a moving picture transmission technology that allows moving picture data to be transmitted according to transmission speed and monitoring purpose by providing a plurality of coding units within a coding device which serve together or switch between them to perform coding in response to a transmission request and detection of a change.;SOLUTION: A moving picture transmission apparatus comprises: a picture input device 100 for inputting moving picture data to be monitored; a plurality of moving picture coding units 123 and 133 for coding moving picture data inputted from the moving picture input device 100; a change detection unit 124 for detecting a change in the moving picture data according to a change in the data to be monitored; a communication control device 190 for transmitting the coded data which is coded by the moving picture coding units 123 and 133 to a decoding device via a transmission path N; and a switching unit 140 for switching between the data coded by the moving picture coding unit 123 and data coded by the moving picture coding unit 133, when the communication control device transmits coded data according to the information inputted from the communication control device 190 or the result of detection by the change detection unit 124.;COPYRIGHT: (C)2004,JPO&NCIPI
