PROBLEM TO BE SOLVED: To solve the energy problem and the environmental problem in Japan using the principle of rotational energy.;SOLUTION: In order to solve the problems, the principle of minus theory where rotational energy is kept to rotate semi-permanently is used. Using the principle of rotational energy makes it possible to solve the energy problem and the environmental problem in Japan.
