The intermediate part 12 is formed in a columnar body part leading to the downstream side of the obstruction part 11 and forms a cylindrical body concentric to the obstruction part 11 and having a diameter smaller than that of the obstruction part 11. The outflow part 13 is formed in a columnar body part leading to the downstream side of the intermediate part 12 and forms a cylindrical body concentric to the obstruction part 11 and having a diameter matching the inner diameter of the flow pipe and has a plurality of through-holes 14 restricted to the flow pipe inner peripheral wall side by the obstruction part 11 and letting out the fluid passed through the side face of the intermediate part to the downstream side.
