PPROBLEM TO BE SOLVED: To solve a problem that a conventional IC card system has not a backup function for an application (AP) downloaded on an IC card and accordingly it requires time and labor to reissue an IC card. PSOLUTION: In an IC chip 110 in the IC card, service logic 111 of the AP is downloaded from a service provider download server 300, the data of the service logic is separated into a part of "data different for each person" and other part, the "data different for each person" are encrypted as backup information of the AP, and the backup information, together with information on an encryption key, is stored in a personal related information module 113. In addition, the encrypted backup information is registered with a backup server 400, and, for restoring, the registered backup information is received from the backup server 400, is decoded and restored.
