When the vehicle which has acquired the time-based lease available data transmits time-based lease reservation data to make a reservation for the monthly contract parking lot, the reservation data are received. The location of the vehicle which has transmitted the reservation data is detected, and it is detected that the vehicle associated with the reservation data has start to park in the monthly parking lot associated with the reservation data, and that the vehicle has left the monthly contract parking lot.
