In a method for tuning the vibration frequency of the stopper portion 38 in the longitudinal and turning-down directions of a vehicle, a metal core member 54 having a base end fixed to the inner cylinder member 14 and configured to rise from the inner cylinder member 14 toward the end of a resin body 40 is provided in the state of being embedded in the resin body 40.
