PPROBLEM TO BE SOLVED: To provide a card creation issue embossing test device used for irradiating an uneven character of an embossed character with a slit light ray by using a light-section method and focusing reflected light in a line sensor camera at the same angle to convert the three-dimensional irregularity information into two-dimensional information to recognize and decode it into a normal character code, and for inspecting the quality of whether or not there is a chip of the character or deformation of the character in a font being the shape of the embossed character, or the height of the character has a specified value. PSOLUTION: This inspection device comprises: the slit light ray 200 for irradiating the embossed character; a card 205; the line sensor camera 210 for focusing its normal reflected light; a frame memory 220 for storing and memorizing camera image data; a character string synthesizing memory 250; an embossed character recognition decoder 260; a server PC 270 for storing uneven character data of the embossed characters inscribed in the card; and an embossing creation device or a card creation device 280 for inscribing the uneven characters of the embossed characters by using the data from the server PC.
