PROBLEM TO BE SOLVED: To surely generate am image of an original content after restart even when a tuner stops a receiving operation in a head end device which transmits one of a plurality of contents included in data broadcast to a terminal side by converting it into a television broadcasting signal.;SOLUTION: The head end device 10 is provided with a channel selection part 20 which selects different contents by using tuners 21, 22 and outputs them to the terminal side as ground wave television broadcasting signals by alternately inputting their video images and sound signals in a modulator 26. Since the tuner 22 which selects the contents of low hierarchy of the data broadcast can not select the original contents after restoration when the receiving operation is stopped due to the attenuation of airwaves due to rainfall, etc., the receiving operation is monitored from a signal level of a video signal by a controller 30 and when the receiving operation is stopped, a learning remote controller 32 is operated and control is performed so that the tuner 22 selects the original contents at the time of the restoration of the receiving operation.;COPYRIGHT: (C)2004,JPO
