PROBLEM TO BE SOLVED: To provide aN aquatic life clinging preventing material which effectively prevents an aquatic life from clinging to an underwater structure, especially a marine structure operating all day long such as an electric power plant or a coastal industrial plant even at night with such advantages that environmental safety is high because of no elution of a contributing factor to the prevention of the aquatic life from clinging to the structure, into brine or fresh water and maintenance services are simple, and a method for preventing the aquatic life from clinging to the structure.;SOLUTION: This aquatic life clinging preventing material is constituted of a photocatalytic layer containing a metallic oxide with photocatalytic activity formed on a phosphorescent sheet containing a phosphorescent material. In addition, the material is installed in the way that its photocatalytic layer side faces externally to the underwater structure or the phosphorescent material layer containing the phosphorescent material and the photocatalytic layer containing the metallic oxide with catalytic activity are formed on the underwater structure in that order or in the form of a mixture. After that, the surface of the photocatalytic layer is irradiated with natural light and/or artificial light and thus the aquatic life is prevented from clinging to the structure.;COPYRIGHT: (C)2004,JPO&NCIPI
