PROBLEM TO BE SOLVED: To enable balance addition based on the intention of a user without causing troubles in terms of adjustment by notifying an information terminal owned by the user of balance deficiency beforehand in the case that the balance decreases to some extent.;SOLUTION: A railway company server 3 connected to ticket examination machines 1 and 2 is connected to a host computer 4. When a user 8 passes through the ticket examination machine 1 by utilizing a non-contact IC card 7, the host computer 4 determines whether the balance stored in the card is equal to or less than a reference amount. When the balance is equal to or less than the reference amount, a database 42 inside the host computer 4 is referred to, and the balance and updating procedure information for the addition to the balance are notified to a portable telephone 9 correlated to the user 8. When an updating procedure is performed by utilizing the portable telephone 9 by the user 8, addition processing for the balance of the non-contact IC card 7 is performed when the user passes through the ticket examination machine 2 next time.;COPYRIGHT: (C)2005,JPO&NCIPI
