PPROBLEM TO BE SOLVED: To provide a water quality environment improving or maintaining system effective for improving or preventing water quality deterioration in which a sludge-like layer is formed on the bottom of a semi-enclosed freshwater system such as an artificial pond to incur turbidity of water. PSOLUTION: In the system, in a water tank that may be fixed on the bottom of the fresh water system when preventing water quality deterioration by oxidizing a water-soluble nutritive material which is stored in the fresh water system to cause water quality deterioration, and transforming the water-soluble nutritive material into a water-soluble inorganic compound, a raising layer of species of aerobic microbes is formed in a filtering layer on the bottom within the tank under an aerobic environment while solving and supplying oxygen into water, and water is circulated in contact with the aerobic microbes to selectively enzymatically oxidizing the target water-soluble nutritive materials, thereby improving or maintaining the water quality environment.
