PPROBLEM TO BE SOLVED: To provide a fluorescent powder composition modulating light color by producing red shift in the primary wavelength and adjusting magnitude of crystal lattice field of the host of a fluorescent material, and to provide a method for fabricating high brightness white light emitting diode by using the composition. PSOLUTION: The invention provides a fluorescent powder composition with material formula(YSBx/SBMSBy/SBCeSBz/SB)AlSB5/SBOSB12/SB, where x+y=3, x, y0, 0z0.5, M is selected from the group including metal elements of Tb, Lu, Yb, etc. The fluorescent material has a host (YSBx/SBMSBy/SB)AlSB5/SBOSB12/SBand Ce as the luminescent center. The white light emitting diode is manufactured by composing the fluorescent powder material (YSBx/SBMSBy/SBCeSBz/SB)AlSB5/SBOSB12/SBmixed or composed in a predetermined ratio and a light emitting diode which emits light with predetermined wavelength and brightness, as an activator, and then feeding electric currents after molding wherein the lights emitted by both of the fluorescent powder material and the light emitting diode are mixed to form the white light.
