PURPOSE: To reduce the cost of construction, by a method wherein a resin foam is stowed into a pouched net which has opening or closing means, enables forming of a temporary road block containing the resin foam therein, and can be fastened to other pouched nets. ;CONSTITUTION: Opening or closing means 5, 5A such as a face fastener each are formed on parts of a pouched net 3, which are positioned at an opening part 6 for a resin foam 2, and these end parts are stuck together or are fusion- bonded. After that, each sheet 20 with protrusions 9 is stuck or fusion-bonded at a specified position on the pouched net 3. The pouched net 3 is made in this way, the resin foam 2 is stowed therein, a block 1 containing the resin foam 2 is formed, and these blocks 1 are adjoined with each other. A wire 4 is inserted into through-holes formed in the protrusions 9, which are provided on the block 1 and on a block 1A neighboring therewith, both ends of the wire 4 are bound in ring shape and are fastend, and these blocks 1, 1A neighboring are connected with each other. Since the both ends of the wire 4 are in the ring shape, the wire 4 is prevented from coming out.;COPYRIGHT: (C)1995,JPO
