PPROBLEM TO BE SOLVED: To provide a planting base not spoiling satisfactory growth of plants, having high strength in bonding aggregates to one another while having high percentage of voids, and also excellent in weather resistance and chemical proof. PSOLUTION: The planting bases 10A, 10B and 10C respectively comprise blocked products obtained by coagulating/hardening hydraulic cement using water added prescribed inorganic salt such as ammonium salt, sodium salt, potassium salt, calcium salt, magnesium salt, aluminum salt or an iron compound, bonding lightweight, porous and fibrous aggregates to one another, and cure-drying the bonded aggregates under non pressurized or slightly pressurized condition so as to have a percentage of voids of about 20-35%.
