PROBLEM TO BE SOLVED: To surely detect mixing of a toxic material in the raw water for city water although an apparatus is simple and inexpensive and its maintenance is easy.;SOLUTION: A biological carrier is accommodated in an open nitrification tank 3 provided with an aeration device 31, a biological carrier separation screen 32, a temperature regulator 33, etc. and connected to a raw water supply line a1 for city water and provided with a nutritive salt supply equipment 41 and a nitrification liquid outflow line provided with a N sensor s1. The biological carrier is accommodated in a rr measurement tank 5 for measuring an oxygen utilization speed and provided with an aeration device 51, a biological carrier separation screen 52, a temperature regulator 53 and a DO sensor s2 for measuring a DO concentration in a liquid. Signals of the N sensor s1 and the DO sensor s2 are transmitted to a data processor 42.
