PROBLEM TO BE SOLVED: To shorten system stopping time, and to improve convenience in use by controlling a driving means by a first/second two detecting means for detecting a rotary position of a punch or a die. ;SOLUTION: A rotary punch unit is provided with a home position sensor 128 as a first detecting means for detecting a rotary position (a home position) of a punch. A CPU controls a stepping motor 130 as a driving means according to output signals from a home position sensor 128 and an inlet sensor 36. The CPU is provided with a pulse counting means for counting driving pulses to the stepping motor 130 as a second detecting means of the rotary position of the punch. When punch abnormality including detecting abnormality of the home position sensor 128 is caused, the punch and a die 124 control the stepping motor 130 so as to stop at a position for allowing a carry of a paper sheet P on the basis of an output signal from the pulse counting means.;COPYRIGHT: (C)2000,JPO
