PROBLEM TO BE SOLVED: To obtain a slow-solubilizing base material exhibiting high deterging power as a base material of a fragrant detergent for a toilet.;SOLUTION: The deterging power-enhancing agent for the slow-solubilizing base material for toilet cleaning comprises a nonionic surfactant (A), such as a polyether-modified organopolysiloxane and/or a polyether surfactant bearing a branched alkyl group, having a precipitation initiation time of at most 5 sec in a cotton canvas method testing and water-soluble at 40°C. The slow-solubilizing base material for toilet cleaning can further comprise a detergent (B) for the slow-solubilizing base material. A detergent for a toilet is also provided. In the cotton canvas method, an unscoured cotton cloth 15 mm × 15 mm in size is floated on a 1 wt% aqueous solution of the surfactant (A) (water temperature is 25°C), and the time from the floating of the cotton cloth to the initiation of precipitation (precipitation initiation time) is measured five times.
