PROBLEM TO BE SOLVED: To provide a heat fixing roller which, without degrading releasability, prevents hot offset and curling of paper which are caused by sticking substances such as toner constituting substance and paper powder constituents which occurs due to repeated heat fixing cycle, and also to provide a method for the manufacture of the heat fixing roller, a fixing device having the roller, and a pressure roller used in the manufacture.;SOLUTION: In a heat fixing roller 10 having on its surface a releasing layer 1 made of a fluorinated carbon resin, the peripheral surface of the releasing layer 1 has a large number of projections 5 having a height of 1 to 5μm which is formed by the pressure roller 20 that has grooves for forming the projections upon transfer. Preferably the projections 5 are spirally formed on the peripheral face of the releasing layer 1.
