PROBLEM TO BE SOLVED: To decompose a neutral ester covering the surface of a plant to be treated surely into a fatty acid and a higher alcohol by providing an electrolytic bath for electrolyzing water and a heater for heating alkaline water produced in the bath at a specified temperature. ;SOLUTION: An electrolytic water generator A produces acidic water of pH 2-6, preferably 5 and alkaline water of pH 11-12, preferably 11.5 by electrolyzing sodium chloride water supplied into an electrolytic bath 10 having a diaphragm 13 through a supply pipe 20 between an anode 11 and a cathode 12 set in the bath 10. The produced acidic water and alkaline water are discharged through conduit pipes 14, 15, respectively. The anode 11 and the cathode 12 are arranged on the opposite sides of the diaphragm 13 in the bath 10 and connected respectively to a power source device. A heater 16 is installed in the conduit pipe 15, and alkaline water flowing in the conduit pipe 15 is heated at an optional temperature of 20-60°C.;COPYRIGHT: (C)1999,JPO
