PPROBLEM TO BE SOLVED: To automatically restore a building three-dimensional shape model having the outer shape and height of a building at a low cost by photographing from a ground system. PSOLUTION: An all-directional image acquisition part 101 acquires an all-directional image by an all-directional camera, and a position information acquisition part 102 acquires position information in the photographing of the all-directional image. A building identification part 107 identifies the building from a two-dimensional detail map based on the position information. A building contour projection part 108 projects the contour on the all-directional image while giving an optional height to the identified building layout information. A building height calculation part 109 compares the building profile extracted from the all-directional image by a building profile extraction part 105 with the building contour while changing the height, and calculates the height having the highest similarity as the height of the building. A building shape model acquisition part 11 acquires the three-dimensional model of the building from a building side plan view acquired by a building side plan view acquisition part 110 based on the calculated height.
