PROBLEM TO BE SOLVED: To reduce communication costs by decreasing the number of vehicles to be a target of polling and reducing the number of times of communications.;SOLUTION: A center system 2 to be a base station issues polling only to an area wherein vehicle dispatching is requested to decrease the number of vehicles to be the target of polling, on the other hand, a vehicle to be a mobile station predicts an area location in the future and when the area location is matched with a present location obtained in real time, updating information associated with the area location is not transmitted so that the number of times of communications is reduced to reduce the communication costs.;COPYRIGHT: (C)2004,JPO
