PROBLEM TO BE SOLVED: To provide a system for easily constructing an emission right dealing organization by utilizing an adjustment system and effectively optimizing a reduction in greenhouse effect gas by holding optimum cost balance between the purchase of emission right and taxes related to energy and environment.;SOLUTION: The consumption of energy supplied from a provider 15 to each customer 19 is sent to a management server 7 through an adjustment system server 9. The server 7 compares 'target value of CO2 discharge' with 'CO2 discharge' calculated from energy consumption to calculate necessary CO2 emission right (credit). The server 7 is connected to a CO2 credit transaction market 27 at any time and effectively procures/stores CO2 credits. When selling/buying the CO2 credits, cost optimization between the taxes related to the environments and the CO2 credits.
