PROBLEM TO BE SOLVED: To provide a method and a device for estimating a fault influence range by managing an entire multi-layer network without adding any special function to an NE(network element) and without having redundant information over al the network. ;SOLUTION: When any fault is detected by receiving an event based on the reception of device alarm information from the NE (101), the state of a managing object is set (down) (102), a managing object having the connecting relation in the same layer and a managing object (Link object) in the inclusive relation in a high-order layer are retrieved (103, 201-205), an influence flag is set (on) (206), and the fault influence range is estimated.
