SOLUTION: Peripheral edges of a base metal 4 of a titanium-clad steel plate 2 are welded 6, 7 to a steel structure 1, a cladding-by-welding part 8 is formed by the friction welding or friction cladding by welding of a titanium rod or a titanium alloy rod on an end part of an omission part 5 of a titanium clad material 3 generated between adjacent titanium clad steel plates, and a peripheral edge of a titanium backing plate 9 is welded 10 to the titanium clad steel material 3 and the cladding-by-welding part 8 so as to be bridged to the adjacent titanium clad material to seal the omission part 5 of the titanium clad material.
