PROBLEM TO BE SOLVED: To guarantee the normal transfer of data and also to improve the data transfer efficiency.;SOLUTION: A circuit 16 is set at the same time when the data are set at a transmitting register 14. The transmitting register effective flags outputted from the circuit 16 are set at FF circuits 18-24 and 56-60 respectively, and the output signals of an FF circuit 58 are set at FF circuits 34-38. Five transmitting register set signals are outputted in response to the output signals of FF circuits 18-24, 36 and 38 respectively, and the data on the register 14 are set at a receiving register 54 in response to the output signals of FF circuits 58 and 60.
