PURPOSE: To effectively correct hand shake, to improve followup ability to shake caused by panning or tilting and further to effectively utilize the surplus picture elements of a CCD image sensor. CONSTITUTION: This device is provided with a mode detection circuit 84 for discriminating whether intentional shake such as panning or tilting or non- intentional shape at least as the state (mode) of shake from motion vector data detected from a video signal and the integrated output of a low-pass filter 94. Based on this mode discriminate signal, the low-pass filter 94 operates the amount of hand shake correction from the motion vector data and a hand shake correct signal is found from a limiter 71.
