SOLUTION: This device is provided with a pair of input terminals P1, P2 connected between the terminals of a capacitor C1, initializing circuits Q1 to Q3, X1, R1 to R4 which are connected to the pair of the terminals P1, P2 and detect a terminal voltage for determining an initializing voltage and to bypass the charging current of the capacitor C1, signal emitting circuits X2, R5 to Rj7 which are connected to the pair of the terminals P1, P2 and detect the terminal voltage to determine a full charging voltage and to emit a full charging signal, selection circuits Q4, R8 to R10 which select or release initializing operation by the initializing circuit according to the selection signal of initializing modes, and a signal terminal P3 which emits the full charging signal and inputs the selection signal of initializing modes. A plurality of the capacitors C1 are connected in series to constitute an electricity storing device. The selection signal of initializing modes in inputted, and the full charging signal is emitted from the signal terminal P3.
