PPROBLEM TO BE SOLVED: To provide a skin care preparation which activates epidermal cells to normalize their functions and arrange their turnovers, activates dermal fibroblasts to enhance the production of collagen and maintain the skin in a healthy state, and is effective for preventing and improving skin ageing symptoms such as wrinkles and skin elasticity deterioration caused by various stresses such as ageing and ultraviolet light, to provide an epidermal cell- activating composition, to provide a dermal fibroblast-activating composition, and to provide a collagen production-promoting composition. PSOLUTION: This skin care preparation contains one or more extracts selected from a Pelargonium hortorum water extract, an Impatiens balsamina water extract, and a Crataegus cuneata water extract as such or in a state contained in a carrier or an external preparation base.
