PROBLEM TO BE SOLVED: To completely discharge a powder in a bag without residuals by connecting the discharge opening to a vacuumizing means for a sucking transportation means of the powder to communicate with each other and connecting a powder hopper to a pressurizing means to communicate with each other after a drum has been tumbled over together with the powder hopper to drop the powder in the bag into the hopper. ;SOLUTION: When a drum 40 holding bags in which a powder is contained is transferred to a discharge position, a drum support body 37 is raised and the upper face opening of the drum 40 is closely attached to the opening 26 of a hopper 8 and kept in the state. Then, a tumbler M is turned 180° to drop the powder in the bag into the receive hopper 8. Subsequently, compressed air is supplied from an air compressor to the outside of the bag through a supply pipe 80 to apply a positive pressure onto the outside of the bag. And an automatic suction valve and an automatic discharge valve of a sucking transportation pipe are opened and a negative pressure acts in the bag inside and hence, the powder is smoothly dropped into the transportation pipe.
