A method for controlling an artillery-rocket complex to launch to the upper layers of the atmosphere and to land the useful load includes placement of the elements of the artillery-rocket complex on artillery polygons under condition of covering the territory under study, with approach to the regions of possible extraordinary situations; at that the preliminary acceleration of the useful load is provided at close to vertical position of the fighting machine barrel, and after the shot in sequence, according to respective algorithm, one performs separation of worked-out nodes ; after that the useful load is additionally accelerated, at that the instant of the obturator separation and the value of temporary delay before start of acceleration of the useful load is chosen from the condition of coming to the maximal flight height, and the instant of deceleration at the descending branch of the trajectory is chosen from the condition of provision of maximal time of lowering; at that in the course of deceleration of the useful load one provides decrease of its vibrations, and before contact with soil the speed of lending of the useful load is decreased and "soft" landing is performed. The element of the ARC for implementation of the method is proposed. This invention provides maximal cover of the territory under survey, the smallest specific cost of the technical result achievement, with increase of height of lift of the useful load, decrease of unwanted vibrations of the useful load at decrease and implementation of "soft" landing of the useful load.
