A solid oxide fuel cell stack (57) generates power by an electrochemical reaction of oxygen with hydrogen or hydrogen and carbon monoxide in a reformed gas (27) which is produced from a natural gas (1) by a reformer (3), and supplies waste heat and an anode exhaust gas (61) containing steam to the reformer (3) . The reformed gas (27) produced by the reformer (3) is reduced its CO concentration through a CO shift converter (4) and a CO selective oxidizer (5). A polymer electrolyte fuel cell stack (9) generates power by an electrochemical reaction of oxygen with hydrogen contained in a reformed gas (38) which is emitted through the CO selective oxidizer (5) with reduced CO concentration and with condensed moisture by a condenser (39).
