PROBLEM TO BE SOLVED: To speed up a process for deciding whether permission necessary for normal operation of an application program (AP) to be downloaded is mounted in a portable terminal or not.;SOLUTION: A token (e.g. a hash value of a character string showing the permission) to each the permission mounted in the portable terminal is stored in a token table 113. When the permission character string showing the permission necessary for the normal operation of the AP to be downloaded from an installer 20 is inputted before the download of the AP, a hash value calculation means 111 finds the hash value of the permission character string, and a retrieval means 112 searches the token table 113 by use of the hash value. If a token matching the hash value exists, an instruction to authorize the download is output, and if it does not exist, an instruction not to authorize the download is output.;COPYRIGHT: (C)2004,JPO
