The present invention provides a lighting device for self-ballasted fluorescent lamp with high power factor and low voltage which includes a parallel resonance circuit composed of a driving converter, a choke converter connected between said driving converter and converter(T1 and T2), and a capacitor connected between said choke converter and converter(T1). Even when a low voltage is supplied, a transistor(Q1, Q2) of switching inverter circuit does not emit heat by performing a parallel resonance action and even when no load is inserted or the life of the fluorescent lamp is ended, a dangerous factor is removed since the lighting is stopped and thus a power loss does not occur.
