A sizing agent comprises (A) a compound having at least one epoxy group per molecule, (B) an anionic surfactant having an ammonium ion as an ion pair and (C) a non-ionic surfactant. The amount (wt) of the non-ionic surfactant (C) is 1/50 - 1/2 of (B).
