PURPOSE: An online multiplayer RPG(Role Playing Game) system and an operating method thereof are provided to properly manage an immoral activity of a user occurred during the online multiplayer RPG game and to induce more users by stimulating user's participation. CONSTITUTION: A game server(110) stores a specified activity list to ask an opinion for the activity to other user. If the specified activity is occurred from one user, the game server transmits a command to display a vote window for asking judgment of the specified activity to user terminals(140_1¯140_n) of the neighboring users. The user terminal transmits a vote result to the game server. The game server gathers the vote result and decides a judgment result for the specified activity of the user. The game server transmits the command to display a deciding result to the user terminal of the user and the neighboring users.
