PURPOSE: Provided is a method for making cement for solidifying industrial sludge and contaminated soil by using waste concrete and blast furnace slag, which prevents environmental pollution. CONSTITUTION: The method for making cement for solidifying harmful wastes using waste concrete comprises the steps of: pulverizing the waste concrete and calcining the pulverized waste concrete at 600-900 deg.C; and mixing 40-45 wt% of the calcined waste concrete fine particles, 40-45 wt% of blast furnace slag fine powder, 5-10 wt% of calcium sulfate hemihydrate and/or calcium sulfate anhydride and 5-10 wt% of Portland cement.
