PURPOSE: A transmission power control system, a controlling method, a base station and a control station are provided to adjust a control start timing as repeating a control period to form synchronization, even though a start timing of a transmission power balance control is different, thereby realizing balance of transmission powers between base stations. CONSTITUTION: A base station comprises as follows. A receiving circuit(203) receives a receiving signal, and outputs the receiving signal to a terminal(207). An SIR measurer(204) performs an SIR measurement of a downlink. A transmission power controller(205) controls a transmission power in reference to results of the SIR measurement. A transmission circuit(206) overlaps a transmission signal received from a terminal(208) with an SIR measurement result signal, and amplifies the overlapped signals under control of the transmission power controller(205). An ROM(210) preliminarily stores a program for controlling operations of a CPU(209).
