PURPOSE: A method is provided to increase throughput of system traffic of down link in OFDMA(orthogonal frequency division multiple access)/FDD(frequency division duplex) communication system by transmitting MCS(modulation and coding scheme) related control data at a time. CONSTITUTION: A method comprises a first step of permitting a terminal to be allocated with the highest cluster group by a base station when a call is set between the terminal and a base station; a second step of permitting the terminal to check the position of the cluster having the best radio environment from among the lowest cluster group included in the cluster of the corresponding group; a third step of permitting the terminal to determine the cluster group level having a high similarity by judging the similarity of clusters of the lowest group with respect to the clusters of the group excluding the upper group including the cluster of the lowest group; a fourth step of permitting the terminal to compare radio environments of the clusters checked in the second step, and determine MCS level corresponding to the lowest radio environment; and a fifth step of permitting the terminal to transmit, to the base station, MCS related control data including the position of the cluster checked in the second step, cluster group level determined in the third step, and the MCS level determined in the fourth step.
